2009-05-11 Today, on the 09-05-11, another 3000 days have passed since the Swedish signature of the European Landscape Convention, on the 22/2 2001. Therefore, an article was transmitted to the local and regional Press, in Scania, Sweden. Please, when implementing this great Convention in Sweden, don't forget to integrate also some facts and conclusions of the "Study of the compared rights of participation of the public in landscape matter as regard to the implementation of the European Landscape Convention", by M Prieur & S Durousseau, 2004, by the Council of Europe. Aujourd'hui
une Commission de culture est lancée par le Ministère de la culture. Il
s'agit probablement de remplacer ( la commission en conclura) les
directives concernant la culture qui en Suède remonte à 1974.
Nous espérons qu'elle sera largement discutée (elle sera présenté au
parlement) et surtout : qu'elle saura mettre au centre les "nouvelles"
valeurs du patrimoine et de l'héritage culturel, le paysage et les droits humains les concernants!

Enfin un Traité ! Aujourd'hui (à 04h30) L'Europe s'est dotée d'une Traité, au moins sur le papier.
Landscape & Citizens est convaincu ; cela va aller au sens de la Convention Européene du paysage ! Landskapskonventionen!

Pour vous assurer que non seulement ce comité mais de plus en plus de réseaux, associations , entreprises et citoyens individuels partagent avec de plus en plus d'impatience les idées du comité concernant les besoins de la société de plus de "creative participation" ainsi que de "democracy and legitimacy" - notamment en ce qui conserne les paysages - veulliez poursuivre votre lecture ici!

"Today, specialisation is the organising principle of the state and its decision-making processes. What is needed, therefore, is intersectoral decision-making that focuses on the whole picture to counterbalance the forces of sectorisation. Similarly, central government governance needs a territorial perspective (we stress) that can counterbalance the sectoral perspectives. A key issue is how sectoral coordination and cross-sectoral governance can be achieved without the indisputable merits of sectorisation being lost. The citizens's perspective (ibid) also needs to be strenghtened to give the claims of equivalence in central government governance and central government activities."

Et quel rapport avec le paysage, les régions... demandez-vous?!
Plusieurs, en effet! D'abord, l'urbanisme dans ses aspects les plus inventifs, attirants - et concurrentiels a bien été l'un des nombreux nouveautés que cet "vaisseau amiral" des hébdomadaires internationaux a pu apporter à son journal à travers les décennies...
Deuxièmement, il nous arrive de part le sud, des informations nouvelles, à la fois paradoxales et drôlement reconnaissables quant aux fermes décisions (nous-écrit-on) de vraiment faire valoir la démocratie locale, voire la "démocratie participative"...
"Dans plus de 5000 débats participatifs et sur l'Internet, vous êtes plus de 3 millions à être venus. J'ai aussi écouté les partenaires sociaux et rencontré les associations".
Décidément.
Peut-être le mémoire sur Jean Daniel et son monde pourra-t-il aider au moins quelques-uns de nos compatriotes à réfléchir plus sur la façon dont nous adressons, tous, nos con-citoyens. Aujourd'hui, comme dans l'avenir.

Landscape&Citizens a fait de son mieux pour élargir la discussion l'année dernière. Comme il en ressort aussi d'un rapport de la RAÄ (voir ci-dessous) du 16 février 2006, la Convention passe maintenant - en attendant une ratification - vers l'implementation... Il paraît que la perspective sera globale! Voir p ex le "Meeting de l'Automne" chez la RAÄ dont on peut voir le Programme (jusqu'ici seulement en suédois). Le titre ainsi que les invités promettent énormément de rencontres, voire des collisions entre intérêts divers. Mais il dit aussi qu'il y aura de la place pour tout... : "Le paysage. Préfecture d'Östergötland renseigne actuellement
tous les intéréssés et notamment les groupes

développement local en Suède, dans une série de
séminaires sur place
et sur invitation du Conseil des territoires de la
préfecture, comment procède "le
travail pour la protection de la nature dans cette préfecture,
ainsi que les possibilités de plus de coopération locale
concernant nos domaines protégés afin de pouvoir servir
de ressources

à fait ordinaire est peu présent encore, tandis que

Cigsud Vilnius Ciotizens and Governanace for Sustainable Devekopment, Vilnius Lithuania
"Sustainable development requires economic, environmental and social policies to be designed and implemented in a mutually reinforcing way. This implies a need for new management thinking to improve policy coherence and increasing the role of knowledge in the formulation and implementation of policies as well as better communication with civil, society and business. Sustainable development should not be conceived as an additional requirement but as overarching principle, which governs the development processes.
The Conference will be an
efficient dialogue between researchers, politicians and
the public and business sectors with scope to encourage
the integration of economics, ecology, management and
social policies into an interdiscipline aimed at
developing a sustainable world. CIGSUD continues the
subject of Vilnius Conferences on Sustainable
Development (www.mii.lt/SDIS, www.mii.lt/SIID-2003)." Comme la Roumanie et la Bulgarie sont toutes les deux
membres de
l'UE, en janvier prochain, nous voulons, ici, faire la pub de plus
de collaboration avec des anciens pays de l'est et tous les

When 2000 jours
had passed since the Swedish signature of the European Landscape Convention happily Mrs Anita Brodén (fp),
who is a a member of the Swedish Parliament for the liberals asked the
social democrate and Minister of environment, Mrs Mona Sahlin (s) how
the Swedish government looked upon this convention and its ratification process.
It was the minister of education of the same party, Mr Leif Pagrotsky (s)
who answered. Nothing very new in the answer, perhaps, apart from the
fact that the government saw the now up-started realisation of
some "regional strategies" as a very substantial part of the
ratification process.

The EU Seminar that we proposed in April concerning EU, the Regions and the future has taken form! It's going to be an afternoon event, in collaboration with
the Swedish Committee for EU-DEBATE/ Kommittén för
EU-DEBATT in collaboration with the KLF/ Landscape Association of
Kinda. It will take place in the Town Library, Linköping under
this heading: EU, The Regions and the Future - with town-and countryside on board? on the 7th September 2006. The
main lecturer is going to be Mr Torbjörn Conon, Swedish
Association of Local Authorities and Regions, Stockholm. After his
speech there will be plenty of time for common interrogations, where
issues from a "town perspective" will be lanced by Mr Sven-Åke
Gustafsson Linköping
and from a "countryside perspective" by Ms , Östsam Regional Development Council, Eva Salevid, Kinda
Landskapsförening, Kinda. This Seminar is intended for a broad

The "Fourth 
meeting of the Workshops", concerning the implementation of the European
Landscape Convention took place in Ljubljana i Slovenia. (Slovenia ratified already on the 1st March 2004). It is the result of
the joint work between the following bodies: Council of Europe, in co-operation with the Ministry of Environment and Spatial
Planning of Slovenia, the Ministry of Culture of Slovenia, the University of Ljubljana - Biotechnical Faculty, Department for
Landscape Architecture - and the Ljubljana City Council and the Slovenian Association of Landscape Architects (SALA).
the joint work between the following bodies: Council of Europe, in co-operation with the Ministry of Environment and Spatial
Planning of Slovenia, the Ministry of Culture of Slovenia, the University of Ljubljana - Biotechnical Faculty, Department for

"The European Landscape Convention is today thriving. Twenty-for States have already ratified it and nine others have signed it with a view to an early ratification. Thus, thirty-four of the forty-six Council of Europe member states have already expressed their firm intention to assign a high level of priority to the landscape issue in their national policies and to place it on the political agenda of international debates. It is desirable that the landscape dimension should henceforth be taken fully into account in the international debates conducted on the theme of sustainable development. Regarded by some as the first sustainable development convention for attaining perfection in its combined approach to environmental, social, cultural and economic considerations, it resituates mankind at the centre of our concerns."

in our Report in March 2005, Slovenia (hardly 2 million
inhabitants) showed up to be one of the most brightest "pupils" in
the "school class" of the Florence Convention - later seen to be extended tn the area of

Today it was the turn of Italy to ratify the European Landscape Convention! Planned entry

A very interesting seminar was held this day in NUTEK, Stockholm, on the theme
of "Local and regional possibilities with JEREMIE & JESSICA". It was all about empowering the so called
social economy.
SERUS on social economy:
"In
the future, the European Community will bear the stamp of a whole new
cooperation
across boarders - municipalities, private enterprises, associations and cooperatives in symbiosis. The society of people movement is the oldest sectorial area of the society
but it was not until 1989 the definition of "Social Economy" became official in EU. Eight
years later
the Commission declared that social economy is important and necessary for
employment and growth.
Often the social economy is defined as a third sector alongside the Public and the Pivate sector. Of all that goes into the definition of social economy means for example cooperavise and associations, as well as private enterprises particpating in operations where the profit making is not the main driving force. The frame of Social Economy is vage, and ait is just that what is characterising the sector. Social economy exists everywhere people are joining together in initiatives to improve something in the society.
It is important that the public sector recreate faith in peoples initiative capacity and for the private sector to realise the importance of social capital for growth. In order for this to be reality, there is a need of closer cooperation and acceptance between the three sectors in order to be a complement on a strict market. People have a will to influence and be a part of the society. 'Empowerments are necessary for the securisation the democracy."

The Committee for EU-DEBATE held a Seminar recently in the Museum of Mediterranean and
Near
Eastern Antiquities designed for those project leaders having been
granted
funds in 2006. The Association for Landscape in Kinda will
organise a Seminar in the Library of Linköping, on Thursday 7th of
September, where the following will be discussed: EU, Regions, Our
Future". Note the day and time - look continually for more details!

The Regional
organ of Östsam has agreed on a "RUP", i e, a Regional
Development Plan for the County of Östergötland, up
to 2020. Some people want to obliterate the "logo" of the future
region as a "Forth City Region", some want to introduce the notion of
an Eastern Gota Region", together with the old province of Smaland.

Now, France, too, has ratified the Euorpean Landscape Convention! It is certainly one of those countries who have contributed most to the existence of the Convention. Hopefully it will lead to lots of other ratifications within short...
To
us, in our preoccupations concerning this site, what is interesting
about the French view of landscape is its well established citizens's
perspective. Let's therefore cite from the French Department for
Ecology and Sustainable Development its main objective: "landscape
policy has as its goal protection of landscape and diversity of
landscapes". Steps in reaching the objective are:
- Developing the knowledge about landscape
- Strengthening consensus on the official policies
- Supporting the competence of all stakeholders of landscape.
